The Reed Union School District board unanimously adopted the district's 2023-2024 budget and Local Control Accountability Plan on June 13, bringing the school year to a close with key financial and educational planning decisions. Four trustees attended the meeting, with Trustee Sherry Wangenheim absent.

Superintendent Evaluation

Before the public session, trustees met in closed session to evaluate Superintendent Dr. Kimberly McGrath. Board President Jacqueline Jaffee reported that the board gave McGrath a positive evaluation.

Budget and Accountability Plan

Chief Business Official Carlos Estrella presented the 2023-2024 budget for approval, noting no changes from the version presented at the prior public hearing on June 6. Estrella clarified that the budget reflected recently approved state budget allocations. Trustees voted 4-0 to adopt the budget.

Coordinator of Special Projects Ashley Williams presented the 2023-2024 Local Control Accountability Plan, which had no changes from the version presented at the June 6 public hearing. The LCAP outlines how the district will use funding to meet educational goals and serves as the district's three-year plan for student achievement. Trustees approved it unanimously.

Teachers Contract

Superintendent McGrath presented a tentative agreement between the district and the Reed District Teachers' Association covering the 2023/2024 and 2024/2025 school years, including negotiated contract language changes. The agreement had been approved by members of the bargaining unit. A public hearing on the contract drew no public comments. Trustees voted unanimously to approve the agreement.

Financial Resolutions

The board approved three financial resolutions. Resolution No. 11-2022/2023 addressed the Educational Protection Account, a state funding source with specific reporting requirements. Resolution No. 12-2022/2023 authorized a Tax Anticipation Note request form for 2023-2024, allowing the district to borrow against anticipated tax revenue to manage cash flow during the year. Resolution No. 13-2022/2023 approved participation in the California Uniform Public Construction Cost Accounting Act, which provides streamlined bidding procedures for future construction projects. All three passed unanimously.

Field Trips and Grant Funding

Trustees approved a tentative list of curriculum-based field trips and associated expenses for 2023-2024. Superintendent McGrath explained that the approval eliminates the need for individual parent support for trips, as the expenses were included in the newly approved budget.

The board also approved an expenditure plan for the Arts, Music, Instructional Materials Discretionary Block Grant. Estrella reported that the Marin County Office of Education had approved the proposed use of funds and noted the potential for a higher funding amount based on final state budget negotiations.

Consent Agenda

Trustees approved routine business items on the consent agenda, including personnel reports, warrants, disposal of surplus equipment or instructional materials, and a second reading of board policies aligned with California School Boards Association recommendations.

Year-End Recognition

Trustees thanked Superintendent McGrath, staff, and parent volunteers for a successful school year. McGrath presented an overview of 2022-2023, highlighting student accomplishments.
