Meeting Recording

RUSD has not published a recording for this meeting. The district currently shares board-meeting recordings going back to August 2025. This recap is built from the official published agenda and approved minutes — see the Agenda tab below for the full item-by-item breakdown.

The Reed Union School District Board of Trustees unanimously approved the district's unaudited financial report for 2022-2023 and formally certified that all students have sufficient textbooks and instructional materials at its September 19, 2023 meeting. The board also heard positive preliminary results from state standardized testing and updates on summer facilities projects.

Closed Session

The board met in closed session starting at 5:00 PM to discuss one case of potential litigation with legal counsel. Board President Jacqueline Jaffee reported there was nothing to announce publicly from the closed session when the board reconvened.

Public Comment

Three community members—Lina Godfrey, Alicia Ncho-Oguie, and Eliza Lochner—addressed the board during public comment, though the minutes do not specify their topics.

Financial Report Approved

Chief Business Official Carlos Estrella presented the 2022-2023 unaudited financial report, which trustees approved unanimously on a motion by Sherry Wangenheim, seconded by Liz Webb. The board also adopted the Gann Limit Resolution, a state-required document that establishes the district's constitutional spending limit.

Textbook Sufficiency Certification

The board held a public hearing on the sufficiency of textbooks and instructional materials, a legally required annual process. With no public comments received, trustees closed the hearing and unanimously adopted Resolution No. 02-2023/2024, certifying that all students have access to adequate instructional materials.

Summer Projects and District Updates

Director of Maintenance and Operations Eduardo Muñoz and Director of Technology Evan McKay presented photos and information about projects their teams completed over the summer to prepare facilities and technology systems for the new school year. Trustees expressed appreciation for both departments' work.

Superintendent Dr. Kimberly McGrath provided updates on several district initiatives, including strategic planning, a Spanish task force, communications and marketing efforts, playground status, crossing guards, and safety and inclusion professional development for staff.

Test Results

McGrath presented preliminary California Assessment of Student Performance and Progress (CAASPP) test results from the 2022-2023 school year, which she described as very positive for the district.

Community Organization Reports

PTA President Mickey Hubbell and Foundation for Reed Schools Director of Development Annie Defesche updated the board on their organizations' activities and the events they support at school and district levels.

Policy Updates

Trustees conducted a first reading of revised board policies intended to align with California School Boards Association standards. During discussion, trustees raised potential changes to policies on visitors and campus security. These policies will return for second reading and adoption at the October 17, 2023 meeting as part of the consent agenda.

The board approved routine consent agenda items including personnel actions, financial warrants, and a second reading of other board policies aligning with state recommendations.

Future Agenda Items

Trustees approved two requests for future board meetings: Trustee Shelby Tsai requested information on pre-kindergarten space planning for the 2024-2025 school year, and Trustee Wangenheim requested additional CAASPP data broken down by student groups.

The meeting adjourned at 8:04 PM.
