The Reed Union School District board unanimously approved a positive certification of the district's midyear financial report at its December 12 meeting and elected Afsaneh Zolfaghari as board president for 2024. Midyear Budget Review
Chief Business Official Carlos Estrella presented the First Interim Financial Report for 2023-24, which included discussion of district reserve requirements and strategy. Kate Lane, Deputy Superintendent of Financial Services for the Marin County Office of Education, provided public comment. The board unanimously approved filing a positive certification with the county office of education, indicating the district expects to meet its financial obligations for the current and two subsequent fiscal years. Shelby Pasarell Tsai made the motion and Sherry Wangenheim seconded it.
Inclusion Practices Presentation
Del Mar Middle School Principal Chad Stuart, Special Education Inclusion Specialist Meredith Quin-Harkin, and educator Anthony Armstrong presented information on inclusion practices currently used at the middle school. Stuart also provided the required compliance report for temporary athletic team coaches under Board Policy 4127.
Student Services Contracts
The board's consent agenda, approved unanimously, included three service provider contracts for 2023-24: master contracts with Kyo Autism Therapy and Compass, plus a two-year agreement with Resolute Associates for professional services extending through 2024-25. The consent agenda also included routine personnel actions, warrants, and second reading approval of board policies aligned with California School Boards Association recommendations.
Board Leadership for 2024
Trustees elected officers for 2024 in unanimous votes: Afsaneh Zolfaghari as president, Sherry Wangenheim as vice president, and Shelby Pasarell Tsai as clerk. The board thanked outgoing President Jaffee for her leadership during 2023. Trustees also assigned board representatives to district and community organizations for the coming year.
Meeting Calendar and Future Topics
The board adopted the 2024-25 regular meeting calendar with three date changes: the August 13, 2024 regular meeting moved to August 20, the August 24 study session moved to September 7, and the January 18, 2025 governance workshop moved to January 11.
Trustees requested two future agenda items, both approved by informal thumbs-up vote: a workshop on district financial reserve calculations requested by Wangenheim, and information on artificial intelligence in the district requested by Zolfaghari.
Superintendent and Community Reports
Superintendent Kimberly McGrath reported on e-bike and e-scooter safety plans, strategic planning progress, completion of the YouthTruth Survey, the Spanish Task Force, district communication improvements including a new website, and the large safety meeting. She also previewed format changes to the state's school dashboard, scheduled for release December 15, 2023.
PTA President Mickey Bruce Hubbell and Foundation for Reed Schools Director of Development Annie Defesche provided updates on their organizations' activities.
