The Reed Union School District Board of Trustees voted unanimously on January 16 to adopt a Draft Long-Range Facilities Plan developed over the past two years with consultant Capitol CFG. The board also approved joining a county-wide agreement governing interdistrict student attendance transfers.
Facilities Master Plan Adopted
The board approved the Long-Range Facilities Plan after a presentation by Cathy Dominico from Capitol CFG, who worked with district stakeholders and the board over two years to develop the plan. Trustee Shelby Pasarell Tsai made the motion, seconded by Vice President Sherry Wangenheim, and all five trustees voted in favor. The board modified the agenda to hear this item earlier in the meeting than originally scheduled.
Interdistrict Attendance Agreement
Trustees unanimously approved the district's participation in a county-wide agreement regarding interdistrict attendance agreements. Superintendent Dr. Kimberly McGrath recommended approval, stating the agreement was in the district's best interest. The agreement standardizes how students can transfer between school districts within the county. Trustee Liz Webb moved to approve, with Pasarell Tsai seconding.
Mental Health and Student Support
School Psychologist Megan Singh and School Social Worker Gagan Gill-Bhadare reported on school-based mental health initiatives at Bel Aire Elementary School during the information portion of the meeting.
Foundation Contribution
Annie Defesche, Director of Development for The Foundation for Reed Schools, presented an initial check for one million dollars to Chief Business Official Carlos Estrella for the current school year. The board thanked the foundation for its ongoing commitment to the district.
State Dashboard and Accountability Reports
Superintendent McGrath presented the State School Dashboard Report for the 2022-2023 school year, released in December 2023. She highlighted positive metrics for the district while noting areas of concern currently being addressed. Chief Business Official Carlos Estrella also presented the Local Control and Accountability Plan update on expenditures and actions, a state-mandated report required by February 28, 2024. This item required no board action.
Consent Agenda
The board unanimously approved the consent agenda, which included the personnel report, warrants, the quarterly Williams Act Report, and second reading approval of board policies aligned with California School Boards Association recommendations.
Superintendent's Report
Dr. McGrath provided updates on several district initiatives, including an e-bike and e-scooter safety program, strategic planning progress, completion of the YouthTruth Survey, staff professional development held January 8, a new campus supervisor position at Bel Aire, and the Governor's budget.
Board Policy Review
The board conducted a first reading of revised board policies to align with California School Boards Association standards. No trustees offered comments during the review.
Closed Session
