The Reed Union School District board unanimously approved an updated Local Control Accountability Plan for 2024-2025 incorporating technical recommendations from the Marin County Office of Education at its August 20, 2024 meeting. The board also welcomed new district staff as schools prepared to open for the 2024-2025 academic year on August 22.

Closed Session

The board met in closed session beginning at 4:36 PM to discuss potential litigation and confer with legal counsel regarding real property negotiations at several district parcels. Board President Afsaneh Zolfaghari reported there was nothing to announce from the closed session when trustees reconvened in open session at 6:07 PM.

New Staff Introductions

Superintendent Dr. Kimberly McGrath introduced new staff members who joined the district this year. All five trustees were present for the meeting: President Afsaneh Zolfaghari, Vice President Sherry Wangenheim, Clerk Shelby Pasarell Tsai, and members Jacqueline Jaffee and Liz Webb.

Consent Agenda

The board unanimously approved a consent agenda that included personnel changes, financial warrants, the quarterly Williams Act Report, interagency agreements with Ross Elementary and Kentfield school districts for school food services, the district's response to Marin County Civil Grand Jury findings, and disposal of surplus equipment.

Facilities and Technology Updates

Director of Maintenance and Operations Eduardo Muñoz and Director of Technology Evan McKay reported on summer work completed to prepare schools for the new year. Muñoz also provided updates on projects at the Granada location.

Community Partnerships

Representatives from the PTA and The Foundation for Reed Schools reported on summer activities and plans for the upcoming school year. Annie Defesche, Director of Development for the Foundation, and PTA District President Mickey Bruce Hubbell shared details about back-to-school initiatives.

Superintendent's Report

Dr. McGrath reported on several topics relevant to families. She discussed implementation of the recently adopted Strategic Plan for 2024-2030, a successful summer school session, and an e-bike safety initiative in partnership with Tiburon Police including a registration program. She also addressed the district's current cell phone policy.

McGrath announced that with Trustee Jacqueline Jaffee declining to run for another term, two candidates filed for the two open trustee positions. The new trustees will take office in December 2024. She also reported that the district's Yellow Bus program is filling up and all drivers from last year are returning.

Local Control Accountability Plan

The board approved the updated 2024-2025 Local Control Accountability Plan, which had been revised based on technical recommendations from the Marin County Office of Education. Trustee Pasarell Tsai moved approval, seconded by Wangenheim, and the vote was unanimous.

Consolidated Application

Chief Business Official Chris J. Kim presented the annual Consolidated Application for 2024-2025 for state and federal funding programs. The board approved it unanimously on a motion by Wangenheim, seconded by Webb.

Board Policy Updates

Trustees conducted a first reading of revised board policies to align with California School Boards Association standards. Trustees discussed concerns about legal wording and enforceability but noted the changes are legally required. The policies will move forward for final approval at the September 10, 2024 meeting after minor grammar corrections.
