The Reed Union School District Board of Trustees unanimously approved the district's unaudited financial report for the 2023-24 school year and certified that students have sufficient textbooks and instructional materials at its September 10, 2024 meeting. The board also reviewed student test scores and heard updates on diversity, equity, inclusion, belonging, and kindness programs.

Closed Session

The board met in closed session at 4:32 PM to discuss potential litigation and real property negotiations involving multiple parcels. Board President Afsaneh Zolfaghari reported there was nothing to announce publicly from the closed session when the public meeting reconvened at 6:04 PM.

Financial Actions

The board approved three major financial items. Trustees unanimously adopted the 2023-24 Unaudited Actuals Financial Report, presented by Chief Business Official Dr. Chris J. Kim. They also adopted the Gann Limit Resolution, which calculates constitutional spending limits for the district. Additionally, the board approved the annual report for Proposition 28 Arts and Music in Schools Funding for fiscal year 2023-24.

Textbooks and Instructional Materials

Following a brief public hearing in which no community members commented, the board unanimously adopted a resolution certifying that the district has sufficient textbooks and instructional materials for all students. This annual certification is required by state law.

Student Test Results

Coordinator of Educational Services Nicole Trickett presented the California Assessment of Student Performance and Progress test results from the 2023-24 school year, showing year-over-year comparisons. The board identified specific areas they want more information about in future meetings. Trustee Shelby Tsai requested updated CAASPP data when available, and Trustee Sherry Wangenheim asked for a fifth grade action plan to accompany that information.

Diversity and Inclusion Programs

Director of Student Services Brian Lynch updated the board on the district's Diversity, Equity, Inclusion, Belonging, and Kindness initiatives and plans for the current school year. Del Mar teacher Allison O'Brien provided public comment praising the positive results she has observed with her students.

Artificial Intelligence and District Updates

Trickett shared the artificial intelligence introduction she has presented to all district staff. Superintendent Dr. Kimberly McGrath reported that the school year is off to a strong start, the leadership team has identified first-year steps for implementing the 2024-30 Strategic Plan, and Spanish education is now available at all three district schools through creative implementation at Reed Elementary. McGrath also noted that law enforcement partners are classifying Super73 vehicles as motorbikes and the district has begun its own student registration program for these devices.

Parent Organizations

PTA District President Mickey Bruce Hubbell and Annie Defesche, Director of Development for The Foundation for Reed Schools, reported on their activities and schedules for the coming school year.

Board Policies

Trustees conducted a first reading of revised board policies to align with California School Boards Association standards. The updated policies will be presented for approval at the October 8 meeting. The board also approved a second reading of board policies in alignment with CSBA recommendations.
