The board concluded its business past 10:00 PM after handling organizational matters, budget updates, and labor negotiation preparations.
New and Returning Trustees Sworn In
Marin County Superior Court Judge Geoffrey Howard publicly swore in new Trustee Sandeep Sahai and returning Trustee Liz Webb during the open session. Both trustees had been sworn in earlier during closed session by outgoing Board President Afsaneh Zolfaghari to allow them to participate in confidential discussions.
2025 Board Leadership Elected
Trustees unanimously elected their officers for 2025: Sherry Wangenheim as President, Shelby Pasarell Tsai as Vice President, and Liz Webb as Clerk. All three elections passed 5-0. The board also reappointed Superintendent Dr. Kimberly McGrath as Secretary to the Board of Trustees.
Financial Health Certified Positive
Chief Business Official Dr. Chris J. Kim presented the First Interim Financial Report for the 2024-25 school year. After one public comment from Reed District Teachers' Association President Shea O'Brien, trustees voted unanimously to file a Positive Certification of the district's financial condition. Trustees Wangenheim and Pasarell Tsai moved and seconded the motion.
Teacher Contract Negotiations Begin
Superintendent McGrath presented the district's initial interests for upcoming negotiations with the Reed District Teachers' Association. The board unanimously accepted these initial interests and held a brief public hearing on the matter, though no public comments were made during the hearing itself. The board had met in closed session earlier to confer with its labor negotiator.
Del Mar Middle School Honored
Superintendent McGrath congratulated Del Mar Middle School for again being selected as a National School to Watch. Del Mar Principal Chad Stuart and Science Department Head Kathryn Baker presented on Project Based Learning evolution in the science department.
Food Services Committee Progress
Following two well-attended Food Services Committee meetings, Superintendent McGrath reported on potential actions emerging from the discussions. Reed Elementary Teacher Wendy Jawor, a Del Mar student, and Reed Elementary Teacher Carolyn Balfe participated in the presentation and public comment. The board provided consensus support to continue the process.
Reserve Policy Development Approved
Jeffrey Small from Capitol Public Finance Group presented draft language for creating a district Reserve Policy. Trustees unanimously approved moving forward with this language, directing staff to bring it back for first reading at the January 14, 2025 meeting. Due to the late hour, other board policies scheduled for first reading were postponed to January.
2025-26 Calendar Adopted
The board adopted the 2025-26 meeting calendar with one modification, shifting the June 9, 2026 regular meeting to June 8, 2026 to avoid a graduation conflict.
Additional Business
The board approved updated signers on Wells Fargo bank accounts, received a compliance report on temporary athletic team coaches, and heard updates on the district's Diversity Equity Inclusion Belonging Kindness initiative. Superintendent McGrath also reported on the significant administrative impact of recently passed legislation AB2534 and thanked outgoing President Zolfaghari for her service.
