The Reed Union School District board voted unanimously on March 11 to commission a public opinion poll exploring community support for a future school bond measure, marking the district's first formal step toward a potential facilities funding campaign. Bond Feasibility Study
Cathy Dominico from Capitol CFG presented options for conducting a public opinion survey to assess whether voters would support a bond measure for district facilities. The board approved hiring an outside polling organization to develop, administer, and analyze the survey. All five trustees voted in favor, with Shelby Pasarell Tsai making the motion and Sandeep Sahai seconding.
Budget and Transportation
Chief Business Official Dr. Chris J. Kim presented the second interim budget report for 2024-25, and trustees unanimously approved filing a positive certification on the district's financial condition. This certification indicates the district expects to meet its financial obligations for the current and two subsequent fiscal years.
The board also unanimously approved the district's transportation plan for 2025-26, which Dr. Kim presented. Pasarell Tsai moved both items, with different trustees seconding each.
Staff Retirement Agreement
As part of the consent agenda, trustees approved a retirement with optional programs agreement for Del Mar Middle School mathematics teacher Mary Marshall. Marshall also spoke during public comment along with four other teachers, all of whom held coordinator positions within the Reed Union Teachers' Association or their respective grade levels.
Student Survey Results
Director of Student Services Brian Lynch presented results from the November 2024 YouthTruth Survey, sharing trends and identifying areas for improvement. The survey gauges student perspectives on their educational experience.
Superintendent's Report
Superintendent Dr. Kimberly McGrath updated the board on several initiatives. The district is conducting ongoing artificial intelligence training for staff and has issued a request for proposals seeking new food service vendors for next year. McGrath noted that the March 17 professional development day schedule is being adjusted based on staff input. The district is also exploring new health curriculum options and evaluating data management systems to replace manual processes. McGrath reported that negotiations with the Reed District Teachers' Association are continuing, with some items agreed upon and compensation discussions in progress.
Board Activities
Trustees reported attending the Joint Legislative Advisory Committee trip to Sacramento, a Del Mar Middle School recognition ceremony in Monterey as a "School to Watch," the Foundation for Reed Schools board meeting, and various workshops.
Board Policies and Closed Session
The board approved board policy BB 9240 on board training with a typographical correction, inserting the word "will" in one sentence. Trustees also conducted their first reading of additional board policies, which will return for adoption at the April 15 meeting.
The board met in closed session before the public meeting to discuss superintendent evaluation, labor negotiations, and real property matters related to a specific parcel. Board President Sherry Wangenheim reported there was nothing to disclose from closed session.
