The Reed Union School District board heard from 15 teachers who spoke during public comment on April 18 about teacher salary negotiations, prompting the board to extend speaking time by 25 minutes to accommodate all speakers. Four trustees attended the meeting, with Trustee Afsaneh Zolfaghari absent.

Teacher Association Update and Public Comment

The meeting's most notable segment centered on teacher compensation. Shea O'Brien, a Del Mar Middle School teacher and lead negotiator for the Reed District Teachers' Association, presented background information on the association's salary proposals and ongoing negotiations. This prompted an unprecedented turnout, with eight teachers speaking during the general public comment period at the meeting's start, and 15 more speaking after O'Brien's presentation. Board President Jacqueline Jaffee moved to extend the standard 20-minute public comment limit by 25 minutes so all teachers could be heard. The motion, seconded by Trustee Liz Webb, passed unanimously 4-0. The board had earlier met in closed session to confer with its labor negotiator regarding both the Reed District Teachers' Association and the California School Employees Association.

Student Leadership Presentation

Del Mar Middle School student officers presented a report on their activities for the school year. Student leaders Anna J., Alexa M., Jack W., Lexie S., and Peter P. shared information about their work.

Strategic Plan and LCAP Updates

Superintendent Dr. Kimberly McGrath proposed a process to review and adjust the district's Strategic Plan. The board reached consensus to extend the plan by one year and hold a study session in August for further development. Separately, Coordinator of Special Projects Ashley Williams presented the second-year report on the Local Control and Accountability Plan, providing metrics updates on the plan's two goals.

Superintendent's Report

Dr. McGrath reported on several district matters, including completed safety drills and a new safety reporting system now available on the district website homepage. She updated the board on Math Task Force work, noted delays in the 2021-2022 final audit due to new accounting standards, discussed the Master Facility Plan schedule, and highlighted activities to welcome incoming families from East Corte Madera. McGrath thanked Interim Superintendent Dr. Kevin Skelly for his work during her medical leave and acknowledged community support during that time.

Board Actions

The board unanimously approved several consent agenda items, including the personnel report, warrants, the quarterly Williams Act report, and a second reading of board policies aligning with California School Boards Association recommendations. Trustees also approved the annual Declaration of Need for Fully Qualified Teachers for 2023-2024 and adopted Resolution No. 09-2022/2023 designating May 1-5, 2023 as Week of the School Employee. Both action items passed 4-0.

Other Reports

Del Mar Principal Chad Stuart reported on equity and inclusion training, athletics programs, and athletic coach compliance training. Foundation for Reed Schools Director Allison Hart reported high family participation rates and upcoming spring fundraising events. District PTA President Jennifer Riley updated the board on student and staff activities across all three schools.
