The Reed Union School District board unanimously approved a two-year labor contract with the California School Employees' Association and matching salary increases for management staff at its June 6, 2023 meeting. The board also held required public hearings on the district's 2023-2024 budget and accountability plan, though no community members spoke on any of the items.

Closed Session

The board met in closed session starting at 4:46 PM to discuss the superintendent's evaluation and consult with legal counsel regarding potential litigation. Board President Jacqueline Jaffee reported there was nothing to announce from closed session when the board reconvened in open session at 6:04 PM.

CSEA Contract and Management Salaries

The board approved a tentative agreement with the California School Employees' Association Reed Chapter No. 448 covering classified employees for the 2023-2024 and 2024-2025 school years. Superintendent Dr. Kimberly McGrath reported the agreement had already been ratified by union members. Trustees Liz Webb and Sherry Wangenheim moved and seconded the approval, which passed 5-0.

The board then approved corresponding "me too" salary modifications for classified confidential staff and management positions for the same two-year period. Trustees Shelby Pasarell Tsai and Sherry Wangenheim moved and seconded, with unanimous approval.

Budget and Accountability Plan Presentations

Chief Business Official Carlos Estrella presented the proposed 2023-2024 district budget and answered trustee questions. Coordinator of Special Projects Ashley Williams presented the 2023-2024 Local Control Accountability Plan, which outlines district goals and spending priorities, while Estrella presented the LCAP Budget Overview for Parents. Both presentations were for information only; the board will vote on final adoption at a future meeting.

Public Hearings

Board President Jaffee conducted four required public hearings between 7:29 PM and 7:30 PM on the LCAP, the proposed budget, the CSEA contract, and the salary modifications for unrepresented employees. No community members offered public comment on any of the items.

Foundation and PTA Reports

Annie Defesche, Director of Development for The Foundation for Reed Schools, delivered a positive year-end report, noting the foundation fulfilled its grant commitment to the district for the 2022-2023 school year. Board President Jaffee presented the PTA report covering events at all three schools.

Other Actions

The board approved the consent agenda, which included a job description for Director of Student Services and the second reading of board policies updated to align with California School Boards Association recommendations. Trustees also approved Resolution No. 10-2022/2023, which authorizes designated individuals to sign documents on behalf of the board during the 2023-2024 school year.

Trustees conducted a first reading of additional revised board policies, raising questions and suggestions for staff to research before the policies return for final approval.

Superintendent's Report

Dr. McGrath reported on recent district activities, including groundbreaking ceremonies for new playground structures at Reed Elementary and Bel Aire Elementary schools. Trustees shared reports on events they attended, including band concerts, a NatureBridge fifth-grade trip, and various education-related gatherings.

Trustee Afsaneh Zolfaghari requested a future presentation from the technology department on the district's cybersecurity preparations and defenses, which received support from fellow board members. The meeting adjourned at 7:32 PM.
