Meeting Recording

RUSD has not published a recording for this meeting. The district currently shares board-meeting recordings going back to August 2025. This recap is built from the official published agenda and approved minutes — see the Agenda tab below for the full item-by-item breakdown.

The Reed Union School District Board of Trustees held its annual governance workshop on January 20, 2024, reviewing board performance and beginning work on a new six-year strategic plan. Four of five trustees attended the special Saturday morning session, which ran from just after 9:00 AM until nearly 1:00 PM at Bel Aire Elementary School.

Board Self-Evaluation and Governance Handbook

Trustees reviewed results from their self-evaluation survey, an annual exercise to assess board performance and functioning. The board discussed incorporating a Legislative Action Plan into the RUSD Governance Handbook, the document that guides board operations and protocols. No formal action was taken on these items during the study session.

Strategic Planning for 2024-2030

Superintendent Dr. Kimberly McGrath led trustees through a strategic planning exercise to gather board input for the district's next six-year strategic plan, covering 2024 through 2030. The planning session was designed to collect perspectives from trustees that will be combined with input from other stakeholders in the district community. The current strategic plan is set to expire, making this planning process significant for setting district priorities and direction through the end of the decade.

Attendance and Logistics

The meeting began at 9:06 AM, six minutes after the scheduled 9:00 AM start time. Three trustees were present at the start: Board President Afsaneh Zolfaghari, Trustee Liz Webb, and Trustee Shelby Pasarell Tsai. Vice President Sherry Wangenheim arrived at 9:12 AM. Trustee Jacqueline Jaffee was absent. The board approved the meeting agenda unanimously on a motion by Webb, seconded by Pasarell Tsai.

No members of the public offered comments during the public comment period.

Future Agenda Items

Trustees did not raise any items for consideration at future meetings. Board President Zolfaghari adjourned the meeting at 12:47 PM, concluding a workshop session that lasted nearly four hours.

Context

Annual governance workshops are dedicated sessions where school boards step back from routine business to focus on their own performance, working relationships, and long-range planning. Unlike regular board meetings that address operational matters and immediate decisions, these workshops allow trustees time for reflection and strategic thinking. The strategic planning work begun at this session will shape district priorities, resource allocation, and educational goals for the next six years, affecting all students and families in the Reed Union School District. Parents and community members will likely have opportunities to provide input into the strategic plan as the process continues beyond this initial board session.
