The Reed Union School District board unanimously approved a declaration of need for fully qualified teachers for the 2024/2025 school year at its April 16, 2024 meeting, a requirement from the State Commission on Teacher Credentials. The meeting also featured the introduction of Nicole Trickett, the district's new Coordinator of Educational Services, and a presentation on the draft Spanish Task Force Action Plan.

Closed Session

The board met in closed session beginning at 4:51 p.m. to discuss potential litigation and confer with labor negotiators regarding the Reed District Teachers' Association and California School Employee Association Chapter 448. Board President Afsaneh Zolfaghari reported there was nothing reportable from closed session when the board reconvened in open session at 6:00 p.m.

Library and Staff Updates

Belvedere Tiburon Library Director Crystal Duran presented the library's Strategic Plan for 2024-2026. Superintendent Dr. Kimberly McGrath introduced Nicole Trickett as the new Coordinator of Educational Services, who attended with her family.

Consent Agenda

The board unanimously approved the consent agenda, which included personnel reports, warrants, a second reading of board policies to align with California School Boards Association recommendations, the quarterly Williams Act Report, a memorandum of understanding with First Student regarding summer bus storage, a renewed contract with Steven Roatch Accountancy Corporation, and a contract with Changing Perspectives.

Spanish Task Force Plan

Del Mar student Hugo and Spanish teacher Jay Rhodes presented the first draft of the Spanish Task Force Action Plan, which includes hiring one additional Spanish teacher for lower elementary grades at Reed School. The final version will be presented for adoption at the May 14, 2024 board meeting.

Enrollment and Real Estate

Chief Business Official Carlos Estrella presented projected enrollment and staffing numbers for the district, with changes reflecting the addition of a lower elementary Spanish teacher and a job-share arrangement at Del Mar for 2024/2025. Dominic Dutra from 3D Strategies presented information via Zoom about the surplus property process. Estrella said the next step is to resolve contract questions and have the district attorney review the contract with 3D Strategies before possible future adoption.

Board Actions

The board unanimously adopted Resolution No. 05-2023/2024 designating the week of May 6-10, 2024 as the Week of the School Employee. Trustees also unanimously approved an updated Chief Business Official job description as the position prepares for a transition due to retirement.

Superintendent's Report

Superintendent McGrath provided updates on upcoming personnel adjustments, noting that the Chief Business Official and Accounts Payable/Receivable Clerk will be retiring. She reported that pre-kindergarten students will be able to ride the bus in 2024-2025, and free bus pass income guidelines are being re-evaluated. McGrath also announced that inclusion professional development will be expanded across the district for 2024-2025, and a draft Strategic Plan will be presented at the May board meeting.

Community Reports

Annie Defesche from The Foundation for Reed Schools reported on upcoming gala and fashion show events and changes to the foundation's leadership structure. PTA District President Mickey Bruce Hubbell reported on activities including the Del Mar play, parent education sessions, the Reed Book Fair, and various staff and student celebrations.

The board tentatively agreed to hold a study session on June 8, 2024 from 9:00 a.m. to noon. The meeting adjourned at 8:23 p.m.
