The Reed Union School District board unanimously approved new labor contracts with both its teachers and classified employees at its June 3 meeting, clearing the way for the agreements to take effect in the 2025-26 school year. Trustees also heard presentations on the proposed district budget and accountability plan, with formal approval scheduled for June 10.

Labor Agreements Approved

The board voted 5-0 to approve a tentative agreement with the California School Employees Association Reed Chapter #448, which represents classified staff. Trustees also approved the AB 1200 disclosure document for the Reed District Teachers' Association tentative agreement. Both contracts had been negotiated in closed session.

Fourth Grade Social-Emotional Learning Program Draws Community Response

The board heard an update on the fourth grade social-emotional learning program, including plans for the Mosaic overnight program in 2025-26. Bel Aire Elementary Principal John DiCosmo and Director of Student Services Brian Lynch presented the information.

Eleven parents spoke during public comment on this topic, requiring the board to extend the normal time limits four times by unanimous votes. After deliberation, trustees directed Principal DiCosmo to work with Mosaic and the fourth grade teaching team to continue the overnight program without a pause if possible for the coming school year. The board also added a future agenda item requesting a proposal for Mosaic participation that addresses identified issues and includes inclusion content.

Budget and Accountability Plan Previewed

Chief Business Official Dr. Chris J. Kim presented the proposed 2025-26 district budget, while Director of Student Services Brian Lynch presented the Local Control Accountability Plan (LCAP) and Budget Overview for Parents. Both documents will come before the board for formal approval on June 10. The board held required public hearings on both items, though no community members commented.

Additional Approvals

Trustees unanimously approved several operational items for the upcoming school year. These included contracting with Dee's Organics as the food service vendor, approving the Expanded Learning Opportunities Program, and authorizing a letter of agreement with FM3 Research to conduct a community survey.

The board also approved board policy updates on second reading as part of the consent agenda.

Reports and Updates

Superintendent Dr. Kimberly McGrath reported on the Governor's May budget revision and presented draft district goals for 2025-26. She also discussed Caltrans plans for Tiburon Boulevard bike lanes.

McGrath presented a Strategic Plan Year 1 review, describing positive progress toward district goals during the current school year.

Representatives from the PTA and The Foundation for Reed Schools delivered year-end reports on their organizations' activities.

Trustees reported attending various district events since the last meeting, including the Celebration of Education, Golden Bell Ceremony, art shows at Bel Aire and Del Mar, seventh grade Career Day, and several committee meetings.

Closed Session

The board met in closed session before the public meeting to discuss the superintendent's evaluation, labor negotiations, and a public employee discipline matter. President Sherry Wangenheim reported there was nothing to report out from closed session.

The meeting, which began at 6:07 p.m., adjourned at 10:03 p.m. All five trustees were present.
