The Reed Union School District board unanimously approved the district's 2025-26 budget and Local Control Accountability Plan at its June 10 meeting, along with an amendment to Superintendent Kimberly McGrath's employment agreement following her annual performance evaluation. All five trustees were present for the meeting, which took place at Bel Aire Elementary School following a closed session at the district office.
Closed Session and Superintendent Evaluation
The board convened in closed session at 4:46 p.m. to conduct Superintendent McGrath's annual evaluation and to discuss her employment terms with Board President Sherry Wangenheim serving as the district's labor negotiator. When trustees reconvened in public session at 6:15 p.m., President Wangenheim reported that the superintendent's evaluation had been completed.
Budget and Planning Documents
Trustees approved three major planning and budget documents for the 2025-26 school year. The board unanimously adopted the district's Local Control and Accountability Plan (LCAP), a state-required document outlining goals and spending priorities. Coordinator of Educational Services Nicole Trickett presented the LCAP local indicators for board discussion before the vote. Trustees also approved a Budget Overview for Parents document alongside the LCAP, and separately voted to adopt the full 2025-26 district budget.
Superintendent Employment Agreement
Following the closed session evaluation, trustees voted unanimously to approve a third amendment to Superintendent McGrath's employment agreement. Vice President Shelby Pasarell Tsai made the motion, seconded by Clerk Liz Webb.
Staffing and Compensation
The board approved several personnel-related items. Trustees adopted a new job description for a TK/PreK Classroom Instructional Aide position, reflecting the district's early childhood education programs. The board also approved updated salary schedules for district employees.
Financial Resolutions
Trustees adopted two financial resolutions required for district operations. Resolution No. 06-2024/2025 addresses the Educational Protection Account, a state funding mechanism. Resolution No. 07-2024/2025 authorizes the district to request a Tax Anticipation Note (TAN) for 2025-26, a short-term borrowing tool that allows school districts to manage cash flow between property tax collection periods.
State and Federal Funding
The board unanimously approved the Consolidated Application for fiscal year 2025-26, which allows the district to receive various state and federal categorical funding programs.
Consent Agenda
Trustees approved routine business items on the consent agenda, including a personnel report, payment warrants, and the second reading of board policies. No items were removed for separate discussion.
Superintendent's Report
Dr. McGrath presented an end-of-year video during her report to the board.
Public Participation
One community member, RUSD parent Lina Godfrey, addressed the board during public comment.
Future Planning
Trustees scheduled two future special meetings: a September session to discuss the process and priority areas for the superintendent's evaluation, and a January study session to consider holding two board meetings in June rather than one.
